CALIFORNIA LAW – AT A GLANCE
- Assembly Bill No. 699 requires that all local educational agencies in California – including school districts, county offices of education, and charter schools – adopt policies “... limiting assistance with immigration enforcement at public schools, to the fullest extent possible consistent with federal and state law, and ensuring that public schools remain safe and accessible to all California residents regardless of immigration status,” pursuant to the Attorney General’s model policies. FAMILY PREPAREDNESS PLAN
Every family can benefit from having an emergency plan. The resources below can help a family create such a plan, regardless of their current legal status.
CAREGIVER AFFIDAVIT
A caregiver affidavit is necessary in the event that a parent or guardian is not able to care for their children, and is also a useful tool for school enrollment. It allows a caregiver to make educational and medical decisions on behalf of a child.
Caregivers are NOT required to be documented (have legal immigration status) in order to use a Caregiver Affidavit.

The following organizations offer free or low-cost immigration legal services in the Oxnard and Ventura County areas
El Concilio Family Services
El Concilio Family Services is an organization that provides a variety of citizenship and immigration services to Ventura County residents. These services include citizenship application assistance, bilingual civics classes*, one-on-one paralegal immigration assistance in areas such as DACA, family petitions, immigrant Visas, adjustment of status, and more. Residents may also receive a free immigration legal consultation.

Citizenship application assistance and bilingual civics classes are conducted by Board of Immigration Appeals (BIA)-accredited staff. An accredited representative is a staff member or volunteer of a BIA-recognized organization who has passed an accreditation process by the U.S. Department of Justice and is recognized for his or her level of experience in and knowledge of immigration law. Mixteco Indigena Community Organizing Project (MICOP)
Mixteco Indigena Community Organizing Project (MICOP) is an Oxnard-based organization that offers free to low-cost immigration legal advice and representation in areas such as citizenship, legal permanent residency, DACA, U-Visa, Violence Against Women Act (VAWA), family petitions, Special Immigrant Juvenile Status (SIJS), and status adjustments. In addition, MICOP participates in local community immigration fairs and develops resources, tools, and presentations for the immigrant community in Mixteco, Spanish, and English.

United Farm Workers (UFW) Foundation
UFW Foundation is a nonprofit organization that advocates for protections for farm workers by providing educational outreach and immigration legal services to low-income communities in multiple languages including English, Spanish, Mixteco, and Mandarin. These immigration legal services include, but are not limited to, citizenship, DACA, family petitions, and crime survivor assistance. Please call the number below to schedule your appointment.

Ventura County Family Justice Center
Through a partnership with Ventura County Legal Aid, Ventura County Family Justice Center provides immigration legal services to low-income and vulnerable residents of Oxnard through avenues such as pro bono representation and hosting a law student program.

Conejo Free Clinic Legal Services
Conejo Free Clinic provides immigration legal services to residents of Ventura County through volunteer attorneys. Legal appointments may be scheduled by calling the number below. Although Conejo Free Clinic’s immigration legal services are free, donations of $40 are recommended.

La Hermandad Hank Lacayo Youth & Family Center
La Hermandad Hank Lacayo Youth & Family Center aims to address inequities facing immigration families by offering a number of immigration legal services including family petitions, adjustment of status, consulate process, Violence Against Women Act (VAWA) petitions, DACA renewal process assistance, and U-Visa. The center also hosts citizenship, English, and computer classes for the Oxnard community.
